I defeated my first quest Harbinger but my character is not ready to fight them in empowered monoliths. The Harbinger Crest toggle doesn’t work and Harbinger always spawn making me unable to farm empowered blessings.

Having the same problem myself, thought I did something wrong until I was told it might be a bug.
After defeating first empowered Harbinger Crest works but I couldn’t get it to work for the first one.
Still not fixed, I’ll be revisiting this thread in a few days, gonna stop playing this half-season for now
Yeah this is pretty bad. Had a Harbinger’s Crest drop. Walked up the Shattered portal to use it. Pressed X and it is now gone. This is pretty non intuitive and a bit crap of an experience. Did I screw up my character? Will the item come back? No idea! Sigh. Also I can’t go into the portal so… I don’t think it did what it was supposed to do?
