I try to remove a point from Axe and Claw in the Beastmaster tree and I get a pop-up that tells me I can’t because I have points in the Life in the Wilderness node, which requires 25 points. The bug is that I have 43 points in Beastmaster so I don’t understand why it is telling me I don’t have enough points?
If I then remove points from Avian Shelter, which is higher in the tree, it lets me do that, and then remove the points from Life in the Wilderness and Axe and Claw, so that has to be what it is trying to tell me, but the message on the screen is just wrong.
Unless you have found a bug in the passive tree (entirely possible) this kind of issue is usually related to either preceeding nodes on a path or the existance of enough points in nodes before the one you wanting to change that affect ANY nodes further on the tree. Sometimes this can be very confusing when trying to respec nodes without clearing all higher nodes first.
E.g. Life in the Wilderness requires 25 points so the game will not allow you to remove ANY points from Axe and Claw if it would allow for less than 25 points total preceeding the Life in Wilderness node but you can remove Avia Shelter because you have more than the total required for that node (30 vs 43) stiil assigned in previous nodes on the tree.

I messed around on lastepochtools build planner to see and I think I can replicate what you are trying to do (and if I am correct, then its not a bug) but its hard to confirm this is what is happening without actually seeing your tree. Can you post your Beastmaster passive tree screenshot (use something like Imgur and link here)?
I included the message I get when I click on Axe and Claw to remove the point to take it from 2/5 to 1/5. It will allow me to go from 5/5 to 2/5 with no message, but I would still have well over 40 points so the message is confusing.
Ok. Let me see if I can explain what I think is happening.
You have 23 points in nodes before Axe & Claw
You have 2 points in Axe & Claw
You have 25 points in nodes before Life in the Wilderness (the minimum)
You have 8 points in Life in the Wilderness
You cannot remove any additional points from Axe & Claw (i.e. go to 1/5) because then you would not have the minimum required points to allow Life Wilderness node. You have to have spent a minimum of 25 points in ANY combination of nodes before Life in Wilderness. The fact that you have spent a total number of points in excess of the 25 doesnt matter, what does is that the 25 points required minimum must be spent on nodes lower (preceeding left side) in the tree.
That does make sense, but something still seems odd or wonky since ultimately I could remove all the points after Axe & Claw, then remove those points as well. Then go back and add all the points other than the ones in Axe & Claw. I understand why that works, but it seems like a very weird requirement.
Especially if the expectation is that I need to actually just remove all the points past Axe & Claw before I can remove the points FROM Axe & Claw, it seems like the message itself should at least also say that. The message text is the most confusing part, saying “at least 25 points before this node” or “you need at least 25 points before this node” would be clearer and more direct.
Its not uncommon for new players to have this view.
Removing all points AFTER Axe & Claw then removes the requirement for any later nodes so obviously that would allow you to remove Axe & Claw then. Its a side effect of allowing a player to randomnly respec at any node level. If the game only allowed full respecs or removing points from rightmost nodes first then this confusion wouldnt exist.
You could also just have temporarily put two points anywhere else on the left of LIfe in the Wilderness first and then removed the ones from Axe & Claw - sort of a put one here, take one there, put one here take one there process. Tedious but it works for complicated respecs when you dont want to clear everything. I have done this countless times in my 2k playtime.
The popup could definitely be clearer but it does say that you have to have 25 points invested in nodes that require fewer than 25 points which is effectively saying the same thing - just in a more general way.
The other issue is that people dont tend to realise that there is a left to right sequence of nodes. Its supposed to be more obvious because of the unlocking of the skills at the bottom of the passive screen, but at first glance it does seem like you can just put points in anywhere.
That said, this isnt a bug and honestly when you understand how it works it never bothers you again. At least in my opinion.
