Transient Rest not giving ward

Not sure if anyone else is having the same problem, but Transient Rest shows that it give “45% of mana gained as ward when you stop moving (2 second cooldown)”

This doesn’t seem to be granting any ward at all.

I assume “stop moving” would constitute, literally not clicking left click, or stopping to cast a spell whether it be channeling or not.
