Tooltips for dropped items appear unintentionally

When using a controller, Tooltips for items dropped from the inventory appear on their own

[repro steps]

  1. Open your inventory.
  2. Hover your cursor over an item in your inventory and run “Drop Item.”
  3. The tooltip for the item you just dropped will appear for about two seconds before disappearing.

[Expected Behavior]
The tooltip for dropped items should not appear automatically.
