The skill states that it increases the spell damage of the skill Gathering Storm, but the skill gathering storms itself is composed of two elements.
Storm Bolts scale of spell damage and Gathering Storm scale of melee damage.
For builds (especially shamans) who can specialize in storm bolt, it would be good to be extra accurate and mention it increases the storm bolts damage and not just gathering storm if it affects spirit bolts that can be spawned from other spells as well.
