I’m getting 5-10 exalted drops per Echo right now. I’m assuming this isn’t the new state of the game. Feels a bit like I’m keeping the +drop bonuses from every Monolith Region I’ve done, combined.

This isn’t a suggestion. It’s a bug. Nobody should be receiving 10 exalted items per Echo. This wasn’t happening prior to the patch. Hopefully a dev who cares about their game reads it and fixes it.
The thing is, this wasn’t happening prior to the update. Streamers have been paid money to showcase the game, streamers who are beginners and starters. So they are expected to be slower. This is essentially the same scheme lottery and gambling sites use with Twitch streamers where they have increased odds to lure in new players.
So unless the above stated isn’t the case, the Devs probably want to hotfix this ASAP. My friends playing are also receiving too many exalted and uniques and it is cheapening the experience and integrity of the game. There’s no reason I should have multiple Tier 7 exalted rolls when I’m not even finished with regular Monos, and 10 stashes full of pretty decent items.
I am with you on these two points.
I am only a couple of hours in, still very far from monos, and I am flooded with uniques (I am at ruined Welryn, before the Void Abomination fight. I have found 9 uniques so far. In low level zones, this is plain silly.).
Actually started selling the duplicates, at least that’s 500 gold to help buy stash tabs to store all the others!
I agree that it is new to 0.9.
And I agree that it makes the experience far less exciting, no more WOW moment when I get a unique drop, at this point I barely raise an eyebrow, it is just a normal frequent drop amongst others.
For it to be a bug, there has to be something wrong with the code that causes reality to be different than intent. We do not know their intent, and your case study of one does not reflect reality. Saying your singular experience with Exalted drop rates is a bug is simply incorrect.
