For both me and my friend after hitting level 95 on the mutliplayer beta today(2023-02-04, 20:00 GMT), the Tome of Experience was giving us 5003100 XP per tome. They continiued to give this exact amount at level 96, 97, 98 and 99.
This happend for both of us in separate games and after restarting client.

I had the same thing happen. I finished an echo at level 95, picked up the tome of experience rewards and got two full levels of experience. Leveled from 98 to 99 with one set of experience tomes as well. Experience from enemies in echoes also appeared be accelerated.
Where I experienced the increased experience:
US Central Server
Empowered Monliths (The Last Ruin and The Black Sun)
Character: Level 95-100 Spellblade
I had an experience blessing previously but changed it prior to experiencing the issue.
I did not have an experience shrine buff active when I experienced the issue.
