I don’t remember this happening in the first season from doing Nemesis empower but I feel like this shouldn’t be possible 
Yeah, with Nemesis it’s always been possible.
You can even get triple exalted gear where one of them is sealed.
Yup. I’m playing Maelstrom/Avalanche and I got a T7 Increased Cold Damage affix in a staff at level 39. I finished the campaign in record time for me, it’s sweet.
It definitely happens a lot more in this patch than previously. Which is great, because you can find some sick early gear.
