I am not actually sure if this is a bug or not but I am fairly confused.
I have the following points allocation (as per a guide)

I am hoping its something silly but I cannot for the life of me figure out why the hammers just do not hit targets. I do not have video but I have tried this with a pack of 20+ and the same thing will occur.
Same thing happened to me using controller. It just stop working at one point during the campaign, the hammer just wouldn’t target the enemies.
I finally got it working again by going into the settings and switching to “legacy gamepad targeting”.

I will give that a shot, thanks! I did try it with keyboard controls and found the same problem, but hopefully this resolves.
EDIT: Switching to Legacy targeting solved it completely, Thank you!
I will leave this up as a bug report since I doubt that is intended with the update.
Gonna bump this a bit since on the reddit post 3 more people have said they had the same problem and needed to revert to legacy controls.
