Yes, but Javelin does use 30% of an equipped Spear’s flat added melee damage & converts it to flat added throwing damage for Javelin. So if you want to use Javelin for hit damage (as against Electrify) then you should really equip a Spear. You may also wish to use some of the Ballista’s or Catapult’s to make it do more damage (as well as % increased throwing damage & any relevant elemental damage such as physical or lightning dependant on the skill tags).
