Here is a video of a bug which makes Elder Pannion just stand around, do nothing and having a trauma, it seems.
At least the boss was easy to kill, yikes.

Difficult to deduce what happened from your video…
What did you do prior to him stopping attacking? Did you use any CoC effects on him? Stun, Freeze etc? There are other instances where CoC affects have messed with other bosses so its possible… Is there anything from the moment before he stopped attacking that could be useful information? There is a previous bug report of him getting stuck in the environment - perhaps this is related…
It might also benefit the devs if you include your player.log debug file & a screenshot of your skill trees - or even simpler, just upload your character to the build planner Dammits site - so that the devs can see what gear/passives and skill nodes you are using…
