this report kind of relies on a pair of opposing assumptions but either:
1: the quest is bugged and you can’t get it (which seems unlikely to have persisted this long)
or 2: people who got the item before the quest was disabled now have an unfair advantage as the item has not been removed, nor has it’s effect been disabled.
