Tempest Strike is by far my favorite ability in the whole game which is why I am so sad to say that it’s also probably the worst ability in the game, by far.
The biggest problems with it:

Doesn’t scale with attack speed, which wouldn’t be a problem if it made up with its damage but it doesn’t because the damage is very RNG heavy which leads into problem

The skill is very RNG heavy and even if you max every bit of proc chance, it still doesn’t proc frequently enough

If you do build into full proc chance, you didn’t take anything that actually increases its damage so it does no damage

The procs deal no damage because they are confined to Tempest Strike’s tree, meaning nothing interacts with them besides generic +Damage things, even the lightning proc is called “Lightning Bolt” and not “Lightning” like the other lightnings in Shaman’s tree, so things like Conflux don’t do anything for it
It’s a really cool skill and I absolutely love it but it’s just so bad. It does work on totems which is pretty cool but the aim should be is to make as much of the tree useable as possible, I understand that making everything equally balanced is impossible, but currently Tempest Strike best works with totems and totems is only 2 nodes while the rest is not very good.
My suggestions:

Up its base damage and increase the proc chance, though I still don’t think it would be the best for it damage wise because the ability still doesn’t synergize with anything

Make it scale with attack speed, Primalist has attack speed for days so it would lead to a much flashier and enjoyable skill, because you won’t feel disappointed that your slottery machine didn’t roll damage for the past 10 seconds

Make it synergize with other things, I don’t know how it could be doable but off the top of my head. Northern Winds spews Ice Thorns out, Earth Spikes explodes into an Earthquake and Lightning Bolt I have no idea but in my opinion, it is currently the best proc out of the 3
I really hope this skill gets something to make it not so painful to use because I love it
