Yup, they can be summoned around Lagon’s base as well.
This is pretty humorous and from what I can see a harmless interaction.

Summoning them around Lagon’s base isn’t entirely harmless (despite him having tentacles/claws instead of arms), since the Wraiths are much closer to Lagon therefore they pull aggro & Lagon turns away from the player/ledge negating most of the mechanics.
Ah, yes. I remember that. I’ll make sure we have a note for that in particular.
