Is there any possible to let Unique item absorb the exalted item base value to empower the unique item’s base while forge legendary? So that some of the low level uniques can be more useful?
I get what you mean but this might make crafting via Eternal Cache (in Temporal Sanctum) a lot harder because not only you need the exalted item with the right affixes you want but you will ALSO need the right base item which comes from multiple layer of RNG.
And going back to your question, with all that said–No, there’s no way to do upgrade the base item. And some uniques are good despite having low-level bases. This is also meant to balance things out.
