I got to Chapter 9 and since then, I’ve been barely dealing any damage and white/blue mobs are regularly killing me, yet I can barely find better gear.

In general, if you*re dying you probably want some defenses. Have you checked your character screen? Last Epoch has a lot of different damage types, and depending on where you are in the campaign, you could try to gear for different types (the resistance cap is 75%).
Other than that, added life and increased life (the procentual increase) is a VERY valuable mod on gear, and you should try to get it wherever you can.

For level 55 your defenses are all really low. This includes health, armor (not too bad but could be better), resistances, endurance, etc.
You are a Marksman, you need to build on Dex as all of your skills scale off that. It also increases your Dodge which is normally key to the class. Increasing your Dex will increase your DPS as the skills scale of that as I said. Dex does a lot for you.
There are many other possibilities that others may suggest but many of those will be dependent on if it’s your second or subsequent character, which I think you are on your first.
Okay, I haven’t played Rogue myself yet, so I am not 100% sure how to build it, but I do definitely see some issues.
I think you try to do too many things at once. For instance, I see you have the “Elemental Arrows” Node on your passive tree - but it looks like you’re going for a poison style build. The elemental base damage is not what you want then. You could reskill those points into other things. Other than that, you try going crit, physical damage AND bleed. I think you need to narrow it down a bit more. This could free up more passive points.
Your Skill specilizations have the same issue: You choose nodes for Bleed, Poison, Physical damage AND Lightning Damage all in the same build. It’s worth to try to narrow it down, and make a single choice (for instance poison damage and poison penetration) stronger. Removing Skill Points is free and you get them relatively quickly back (increased EXP gain if you already had a higher level), so try to experiment a bit! You can also completely despecialize a skill and try a different one. I see you’ve mostly specialized into Rogue Base Class Skills, but have barely specialized into any Marksman skill. Why not? Do you not like them? Also, there are some Rogue Skills like Smoke Cloud and Decoy, which could synergise well with your Flurry Poison.
You are lacking in defenses: You desperately need more Health and Dodge Rating. These could be gotten from your gear (You know about the Forge, and that you can upgrade the affixes, if you have enough affix shards, right? If not, definitely try out going to the Forge in the city or using it in your menu). You can also obtain more Health, Dodge Rating AND Dexterity from your Passive Skill Tree.
Your Attributes are very low. You should read what your skills scale with. Most Rogue Skills deal 4% increased damage per point of Dexterity, so that’s another way of increasing your damage output. Also Dexterity furthermore gives you more Base Dodge Rating, which can then be multiplied by affixes like ‘#% increased Dodge Rating’.
Remember to experiment! Respeccing passives and skills is cheap in Last Epoch, and sometimes it’s necessary to figure out what works best for you.

You can also check out your stats and how they work with the in-game guide (G) and by hovering over them in the character sheet (C). Hovering over the skills themselves tell you what they scale off of.
To survive in chapter 9, I would say all you need is some health (I would consider something like 1200 a bare minimum at this stage for a rogue), and perhaps even more importantly, a quick and reliable way to regain this health.

Things get more elaborate later on, but small tweaks like that should be enough to finish the campaign.
Thank you too for the advice! Thankfully I saved every single idol drop I got in my stash, so I probably could find some idols with health. I’ll make sure to respec my passives for more health too.
The part with crafting gear is a little harder as a lot of my stuff is at 0FP already, though I might be able to find something good with an open affix slot.
