i can’t reach level 12 - cant select it and lvl 13 is locked??
game says to “head north east”. wtf is that supposed to mean??

Can you give the name of the area you are in? Level 12 doesn’t really help.
council chambers. 12 is the last archive and 13 is the precipice. there is a blue circle with a rotating x in it between the chambers and the precipice.
Okay. There is an exit to the last archive to the right and behind Artwm the gambler. Once in the Last archive take your 1st right then 1st left into Erza’s Libary and grab the book. After that you will head to Pannion’s Study. To get there head in a roughly NorthEast direction on the map. Then use waypoint to return to council chambers.

The exits where you have to go next when in town are always circled in the minimap. When in doubt, just open the minimap at the center (be sure to add in some zoom so you can see the whole town) and you’ll see a blinking circle near the exit you should go to next.
When not in town, you will have both the blinking circle and the arrow(s) pointing to where you should go.
