I am playing a Tornado Shaman build with Storm Bolts. At the moment, despite having no mana cost for storm bolt, it is definitely taking about 4 mana per proc. I noticed that even when I removed all of my items and idols where the mana cost should be 10 per proc, it still seems to cost 2-4 mana.

Due to its size I cannot post a longer version atm. I have not figured out which interaction may be causing the issue since it appears to be a common league starter and I may be the only one with the issue.

I have respeced into another build at the moment, but I can’t say I didn’t. I did follow a guide which does not have it speced and I am usually good at just following the guide.
I will say that when I took off all my gear/idols(including the -mana cost items) it should still have cost minimum of 10 mana per cast per the tooltip and was only costing 2-3 mana which I thought was strange. Through talking to others playing the same build following the same guide they had the same problem, they just never noticed it and instead got a lot of mana regen to fix it.
I appreciate the help, sorry I cannot provide anything further due to changing masteries.
