Static Orb + Static Charges

If i use the node “Arcane Current” under static orb to generate charges (+8) to Static.
Is it then +8 charges on cast or on hit?
And what if i have the node “Scatter Blast” in Static Orb that also makes small orbs, with they all generate +8 charges?

Or how do it work :)?

The node says on hit, so I’d assume that Static Orb would need to hit something to generate the charges, but it also says that the explosion doens’t count.
