The bonus from having magic items is not being applied when unequipping and reequipping the Harmony of the First. Only when unequipping and reequipping a magic item does it apply.
Unequip all items.
Observer 0 movement speed.
Equip the Harmony of the First verify the movement speed matches the Harmony of the First.
Equip a magic item.
Observe the movement speed change.
Unequip then reequip the Harmony of the First and observe the movement speed.
If done correctly, the bonus from the magic item is not applied. If you unequip the magic item and reequip it then the bonus will be applied.
