Spymaster Zerrick doesn't block Desintegrate

Two days ago I played the story with may sorcerer and meet this Maggot Boss Thing (Spymaster Zerrick) which had the effect, that it blocks everything as long as its not attacking.

First I didn’t know that it meant (Block as long as it is not emerged??) – Maybe improve this effect description – but after a while i noticed, that my Desintegrate does normal damage even if its just crawling in my direction. Every other spell I had equiped would be blocked in the same situation.

That’s because Disintegrate has the DoT tag which means it doesn’t hit and therefore can’t be blocked. So the problem is that the boss needs damage immunity rather than blocks while submerged.
