So is not something you can achieve at levelling ? You level as human form thorn totems ?
Generally speaking what I have done:
1 - Get the passive that halts rage degen outside combat.
2 - 2 “main” ways skill wise to keep rage is is through vines and the rage per vine node. Or since you mentioned totems, leveraging the mana return node in thorn totem and blowing totems up. The mana is returned as rage in this case.
3 - Supplement #2 with items and other passives, but you can get perma spriggan by just the first 2.
