As the title indicates, while in Spriggan form it is not possible to change any of the hotbar in any manner, whether that be add skills to the hotbar or re-arrange them.
This may be intended and I may be wrong on the status of being a bug, but it definitely feels awful not being able to rearrange the hotbar, nor having the ability to utilize companion re-use buffs without swapping out of form.
