Spreading Inferno with too much Cast Speed

The Fireball passive “Spreading Inferno” for the Mage class does not spread the debuff to nearby enemies when you have enough cast speed to refresh it before it ticks. I’m unsure if this counts as a bug or not but I’m inclined to believe it’s definitely not intended.
