I ran into this issue as well. I have 100% spreading flames chance on my fireball but it did not spread from the summoned zombies in the Welryn Outskirts.

I did a bit more testing and it is only happening to the ones summoned by the Bone Sculptors and not the ones that come up out of the ground.
