Spirit Plague-Hemorrhage node not working as described

I put three points into the Hemorrhage node in Spirit Plague which should give me three stacks of bleed per cast. Here is a screenshot of the node and also the other nodes I chose Steam Community :: Screenshot.

My bleed damage is 591 as you can see in the following screenshot Steam Community :: Screenshot.

Now this is the damage with three points in Hemorrhage

It should add a bleed of 1773 over 4 seconds but only seems to add around 100-150 to the damage tick.
