In my case shatter strike is using 27 mana per hit and putting points into volka’s doesnt update tooltip dps.

That’s because it’s a conditional bonus (conditional on the attack costing above a certain amount of mana). The character screen only shows global/non-conditional effects (eg, % ignite chance, but not % chance to ignite with fire skills).
