So I haver created 2 rogues one is lvl 84, the other lvl 45, I crafted a legendary dagger with the lvl 85 char, the requirement is lvl 37 for the dagger. My lvl 45 character cannot use the dagger. Both characters have soso acct and character found disabled. I seem to be able to use other items found by the lvl 85 but not the legendary dagger, did I configure the character incorrectly?
Faction requirement maybe ?

Yeah makes sense haven’r chosen a faction yet when I go CoF I will get access to that item.
You can select faction in first town with your second character.
