Hillariously enough that was the drop from the nemesis encounter that I found at random by going through like 20 echoes or something.

You could just sell it as is. I’m sure it will fetch a really high price.
Depends on the build.
It really depends on what direction you want to go.
If you are not sure yet you might want to take generically useful stats like Elemental damage or max mana.
To be safe you could also try and seal the crit chance and if that works you have free control over what other prefix you want to add.
If the sealing fails crit chance is still useful if you are using Ignivar’s Head or trigger other skills with Disintegrate.
