Smite not triggering each seconds with Warpath

Using the Winds of Justice nodes (maxed) gives a 100% chance to trigger Smite each seconds while channeling Warpath

However I do feel that it’s not working as intended as it won’t cast each seconds under some scenarios. Not sure on the details though so here is a video to showcase this weird behavior:
