Skills changing on the skillbar

Every so often when i go through a loadingscreen the skills move around on the skillbar.
Seems to only happen when i do it in a shapeshift form on the druid.

So after a loadscreen in shapeshift form the skills change places and all skills are removed on my non-shapeshift skillbar.
