Some skills on the skill screen don’t show the cooldown when you hover over them. I think it’s when they’ve not been unlocked yet.
For example, Volatile Reversal isn’t showing the cooldown as I’ve not unlocked it yet.
It also doesn’t show if you click into the skill:
Just realized it by myself and looked up before writing it down. Of course you found it first 
What i realized is, once you have a skill with cooldown in your skillbar then it also shows the cooldown in the Skills & Specializations Menu.
Just compared it on my Spellblade and switched Snap Freeze with Teleport. Always the skill that i use will show the cooldown in the Menu.
