Suddenly my skill progress bars are stuck, I don’t gain any experience.
The only thing I can do to make them work again is to remove a point in some node in the skill tree. Then, the progress bar move forward again.
My skills are at level 11

This should probably be in the bug section to get more attention but I’d recommend two things:
Verify the game files - this is the first thing that you should do if you have any kind of problem with the game.
Have you tried a totally new character or alternative character to see if this problem happens with all your characters or just a specific one?
Its likely you’ve just reached a point where your skills are high enough level compared to your character level that they aren’t gaining much xp. I’d assume they’re around lvl 16 or 17? If you keep on levelling your character they will start to gain xp again.

When I reached level 35, the progress bars started moving faster.
I thought it only happens at higher skill levels, but it is true, there is a relationship between character level and skill level.
