On the first image, you can see my mages are level 22.

That’s because on image 2, I have a +2 levels to mage relic in my gear. I remove that relic and put it back again…

On image 3, you see that with the relic equipped back again, my skill is 20, not 22 anymore, but displays that I can put 2 points in there. Put the 2 points and the skill remains at 20.
If I open the skill tree randomly in-game, the skill is 20, sometimes 22 without touching the relic. Sometimes +skills items are not taken into account for the display, do not display that you could put additional points in the skill on the icon above the skill tree, although you can add those “ghost” points (and it works, you can add points)
That issue does not occur in offline mode, only online.
