Skill charges reset when changing areas

I am playing a lightning sorcerer and I have the skill Flame Guard with Dual Aegis.
Whenever I change area, the charges reset to 0 and need to charge again for some reason, making it impossible to use a shield right away. This, specially against bosses, can be very problematic.

So could you remove the skill resetting whenever changing areas?
