I’m not sure this is a bug per se, you can clearly see that the Shurikens have a specific orbital radius & the target needs to intersect that radius to be hit. They could tweak it by increasing the hit box of the shuriken but I’m not sure how much of an issue this would be out in the world when mobs are moving about compared to being static on the dummy.
The dummy hitbox isn’t that accurate and can look odd when trying to hit with certain abilities, it’s not always the best for testing. Shurikens themselves are very small and their hitbox matches their size. I am not sure if this is something we will adjust in the future.
It’s because your character first throws the Shurikens out in front of her in a short distance to get them to spin. You can very much target the dummy without looking at it.

This problem is not happening only on the dummy, but with the “bandits” in act 9, they get close to you and they don’t get hit, the bandit’s hit boxes are small enough to get between you and the shurikens,
Could it be possible to give the same target area for the shurikens’s “Blade shield” node as for warpath ? just covering the space between you and the shurikens animations.
We do have different designs principles that go into player skills verse enemy skills that could make something more or less dangerous. This discussion would be suggesting a functionally change to a skill and would be best suited for the suggestion and feedback part of forums. Not saying we wouldn’t do something like this but keep in mind that there could have been a design reason to function the way it is seen here.
