Shatter strike - Obliteration

Can someone breakdown how it works. Does it actually insta kill or do extra damage? I guess im not understanding the “threshold” part. (frozen) Enemies should be dying at a percentage of their health right? Im testing it and it doesnt seem to work on rares which is silly as we one shot trash mobs anyway which makes the node pointless. At first I thought it wasnt working at all but i grabbed the haste node behind everything and it was triggering so its working but its hard to tell if its only on trash because anything that survives a few hits is a rare/boss and it doesnt seem to be working. percent “damage” insta kill is strong so i get the trepidation to allow this on bosses but it definitely can be balanced.

currently have 3 in obliteration for 150 and 1 in winters boon for another 25 percent per skill used. (enchant weapon, flameward and manastrike)

Derp. OK so I didnt realize shatter strike had the insta kill at 100 health as a base so now the percentages make more since and thus why it seems to be not working on elites/bosses. They have so much health that being at even 500 health and getting inta-killed doesnt do anything. They would die from another strike or from cold burn. This part of the tree needs some work to be viable IMO. So if im understanding this correctly

base 100 health + 200% (3 ranks in obliteration 150 and winters boon (lets say i use 2 skills for 50 percent). so the enemies need to be first frozen and then got down to about 300 health. i really dont see the point here like i mentioned before. Am i wrong here? i like to know yalls thoughts on this and if my math is wrong.
