I think less SET items, but much more valuable/usable, can make them feel more special.
One IDEA to make SETS better:
A SET that enables a specific unique build play style, that is only playable when equipping the complete SET (at least 5 or more pieces).

they seem to be avoiding having sets above a certain size or ones where you need the whole set to benefit

Iā€™m thinking like 1 or 2 SETS likes this. It would be a cool chase item to look out for - not easy to find. The more pieces it has the more awesome once you find all of it, i think.

except then those sets would dominate the meta and you would need every piece for it to work

they seem to not want that from the level of power of most sets
