Seraph Blade not Procing Divine Catalyst

Hello,

When using Seraph Blade in the Healing Hands tree, and having points into Divine Catalyst, Seraph Blade is not consistently procing Divine Catalyst. It happens randomly, and not on every swing. Sometimes I will get lots of Divine bolts, sometimes none.

I saw someone else saying that this could only proc if you and your allies were missing health.
