Screen Tearing - Torch of the Pontifex

Whenever Torch of the Pontifex is equipped to my character my screen tears at a rate of once every 4-5 seconds in all locations. Visual/graphical settings seem to have no impact on the on whether or not it will occur or the frequency at which the tearing occurs… In the player log attached I equip the item at the very end.

RTX 3080
