For channeled skills that have nodes to allow it to trigger other skills each second (for instance tendrils on disintergrate) does increased cast speed or cooldown recovery increase the frequency?
No. Cast speed for channelled spells only affects how quickly you can start channeling & ICDS only affects skills that go on your skill bar, not procs.
The only way to increase the frequency with which a trigger spell is procced is if the trigger spell node has a node attached to it that increases the frequency of the procced skill.
