Some people might feel deeply offended by this suggestion but why are we able to DW another sword? DW another scepter would be far more fitting from my point of view and at least I think more fun.
Personally I would have preferred being allowed hammers too… 
I have a feeling that there is nothing behind this more than a character style/design decision… i.e. they want their armour clad tanky boy to have a sword in their spare hand if its not a shield… maybe they also realised that it might be difficult to balance offensive abilities if they allowed more DW weapon choices but I would guess its just a design choice for each of the different classes.
and honestly, while i would prefer the freedom to use whatever weapon i wanted in my paladins offhand, I understand where they are coming from…
Using whatever is a bit far fetched but would be the most fun. Then again the devs screw the Sentenial class by not supporting staffs in any way so it would only be fair to allow two scepters to substitute a caster build more.
