The bug occurs if you “Return to the cultist camp” and leave the game before updating your quest log by speaking with the npc. Upon reloading the character, you will be unable to interact with npc’s or the stash in any town. I fixed it by going back to the Welryn Undercity and re-entering the Cultist Camp.
