Sacrifical Embrace does not apply to instant cast skills

The Sacrifical Embrace gloves should consume charges on any direct cast of an elemental skill, but ones with instant cast time, such as Static, Flame Ward, or Tornado (with the node) do not work. They don’t consume the charges or get the buff.
