Runebolt Fire tag swap resets on new zone

Hi,

I replaced the Fire tag on Runebolt with Lightning for Immutable Order purposes. But everytime I change zone if I cast something other then Runebolt it generates a Fire Rune, I have to cast Runebolt 1 time for it to generate a Lightning like its supposed to. Hope I explained it good enough :smiley:
