Rune of Shattering Not Functioning Properly

Contrary to the in game description, using a Rune of Shattering on an item does not guarantee a minimum of 1 shard per affix on an item. I could not find patch notes regarding this issue so I will assume it is a bug.
Example: Using Rune of Shattering on a rare amulet with fire resistance, elemental damage, and minion damage - I will receive shards for the fire resistance and minion damage but nothing from elemental damage.
I noticed this issue sometime yesterday, either version 0.9F or 0.9E. I had been playing all day so the client may have been running with 0.9E while 0.9F was live. However I tested bug this just prior to this post and it is still happening after updating to 0.9F.

I actually came here to post about this. Just lost out on some shards that I could really use when shattering something only returned one of three affixes as shards.

It only gives 1 minimum shard, not 1 per affix. Not sure where you see that description. The higher tiers the better chance to get more than 1 shard.
