Rune of shattering being used but not shattering item

As per title when i shatter an item it uses the run but does not give me the shards or destroy the item

Do you play in a party with a friend?
This exact thing happens for me when i play with a friend of mine, for us it’s because he’s using my runes of shattering and runes of removal.
It still says I have the runes, but when i try to use them, nothing happens and they start dissapearing.

This is happening to me in multiplayer mode, playing solo right now. the item is a magic polearm with only affix increased minion melee damage. I tried to shatter it twice, lost two runes but no shattering is happening

EDIT: changing map fixed it.
