Can it be possible that you forgot to bind the rune on Creation into the game because I am now lvl 95 already playing the last monoliths on empowered but I haven’t found one of these runes yet. It can’t be because you used to find them on the first empowered monoliths
They haven’t been removed from the game, they’re just rare.

Got like 10 of them and im only 94 on my first and 85 on my second character.
They’re rare, but it’s good as is. Not everything needs to drop in high quanities.

Rune of Ascendance is “Extremely rare” with 95% chance of reroll. Rune of Creation is “Extremely rare” with 99.5% chance of reroll, so 10x rarer than rune of ascendance.

Raw drops of Runes of Creation are very rare, but they do have they own dedicated Prophecies Reward, if you are playing Circle of Fortune it’s quite easy to target farm them.
