Rune of Cleansing not removing Instability

Hello,

Everytime i’m using a Rune of Cleansing on an item ( magic, rare, or exalted ), it doesn’t remove instability of the item as the tooltip of the rune is saying.

I don’t know if that something i’m missunderstanding ( if that’s the case, explain it to me ), but i prefer to make this post just in case.

I tried quitting the game and reloading it, after using the Rune, removing the item from the forge and put it back, running an Echo, like almost everything that i could, but the Instability never changed.

Not a bug, the rune is supposed to reset the instability to between 5-15.
