Rune of Ascendance - level of the created item

Hi all,
Could you please let me know about the level of the unique item that I can obtain when using a Rune of Ascendance?

  1. Assuming my character’s level is 20 and I use this rune on a pair of boots. Is it possible to get Eterra’s Path ?? As I can see that this item requires level 30 to use it.

There is no restriction on what you can get other than the item type. You can be level 1 and get any unique of that type that isn’t boss specific, regardless of level.
